       Environmentally-based Research and Design:
       East College Gateway Corridor Urban Design Study
   
Many community design and planning related issues are not adequately addressed by municipalities and other governmental agencies. The Hamer Center takes a leadership role in identifying and investigating significant issues, resulting in strategies applicable to a range of solutions. This may include case study projects related to zoning, sustainable development, community participation, and affordable housing.

An urban design study was conducted which focused on a stretch of East College Avenue between Porter Road and Mt. Nittany Expressway in College Township, Pennsylvania. The purpose of the study was to analyze a proposed plan that is being considered for adoption that would require significant changes in College Township's municipal zoning regulations. The team used the goals stated in the proposed plan as a basis for the analysis and strategies recommended in the Hamer Center study.

Preliminary analysis maps led to an overall summary map outlining areas most suitable for development. Consideration was given to the ecological, geological, and historic character of the surrounding area. In addition, the team created prototypes for site development and illustrated a range of site design options related to land use, parking requirements, circulation, and impervious coverage.

Lastly, a conceptual design was developed for the entire corridor to illustrate a long-term build-out scenario based on recommended changes to land use and zoning regulations. The illustrative plan includes redesigning East College Avenue into a boulevard, concentrating development in a mixed-use village district, and land acquisition for recreational and environmental enhancements.
